New Photos show Bush Administration Reaction to 9/11 attacks

Source: PBS

n never-before-released photographs taken on Sept. 11, 2001, the shock, horror and gravity of the terrorist attacks can be read on the faces of President George Bush, Vice President Dick Cheney, their wives Laura and Lynne, National Security Adviser Condoleezza Rice, CIA Director George Tenet and other senior Bush and Cheney staffers.

The photos were released in response to a Freedom of Information Act request filed by Colette Neirouz Hanna, coordinating producer for the Kirk Documentary Group, which covered the Bush administration in many films for FRONTLINE, including Bush’s War, Cheney’s Law and The Dark Side.

The photographs, which were taken by the vice president’s staff photographer, show Cheney watching footage of the World Trade Center attack in his office. Other photos show Cheney and other senior staffers meeting in the President’s Emergency Operations Center, or the secure bunker deep underneath the White House.

People in general. We let Bush take the 2004 election by not going for the jugular. Being in a fear mindset is counterproductive whether it's being afraid of being called unpatriotic or a conspiracy theorist. All the dimwit haters whose narrow belief systems couldn't handle the truth are the reason Bush accomplished what he did and the reason Jeb is even in the conversation again.

she could be scratching an itch, chewing on food or thought, maybe she bites her cheek when things are bad - there are so many things that cause an enormous range of expressions on people, and each person's face is uniquely different. We all know someone who have a constantly sour and bitter face or someone who always looks happy.

If she were visibly crying people would suspect her of faking it.

Shortly after Sept. 11, George W. Bush interrupted his inveighing against evildoers to crack a joke. "Lucky me," he remarked to Mitch Daniels, his budget director. "I hit the trifecta." Source

Apparently, Bush thought the joke successful enough to repeat on other occasions, usually to his fellow republicans and benefactors:

"Obviously, we've got budget matters. You know, when I was running for President, in Chicago, somebody said, would you ever have deficit spending? I said, only if we were at war, or only if we had a recession, or only if we had a national emergency. Never did I dream we'd get the trifecta." (Laughter.)

Taft for Governor Luncheon, Ohio, May 10, 2002

"You know, I was campaigning in Chicago and somebody asked me, is there ever any time where the budget might have to go into deficit? I said only if we were at war or had a national emergency or were in recession. Little did I realize we'd get the trifecta. (Laughter.) But we're fine."

Remarks at GOP Luncheon, February 27, 2002 White House release

"I remember campaigning in Chicago one time, and the guy said, would you ever deficit spend? I said, well, only if we were at war, or the country was in recession, or there was a national emergency. (Laughter.) I didn't realize we were going to get the trifecta. (Laughter.) We're dealing with the issue of our economy, and I want you to know that we're dealing with the issue of war and our national emergency, as well."

Remarks at Fisher for Governor Reception, April 3rd, 2002

"I was campaigning in Chicago one time and a fellow said, would you ever allow for deficit spending, would that ever enter your vocabulary? I said, well, under certain circumstances: only if we're at war or there was a national emergency or there was a recession. Little did I realize we'd draw the trifecta."

Remarks at the Graham for Senate Luncheon - Greenville, SC, March 27, 2002

"I'll never forget one time in Chicago when a reporter said, would you ever deficit spend? And I said, well, only -- only if we were at war, only if there were a national emergency, or only if there is a recession. Never did I believe we'd get the trifecta. But we're dealing with it."

Remarks at Saxby Chambliss for Senate Dinner - Atlanta, GA, March 27, 2002

"You know, when I was campaigning in Chicago, in the general election, somebody said, would you ever deficit spend? I said, well, only if we were at war, or there was a national emergency, or we were in a recession. Little did I realize we'd get the trifecta."

The one that got me the most was Cheney sitting at his desk with his hands clasp in front of him - kind of kicked back in his chair - looking at the towers burning on the TV.

A clinical psychologist talks about her own 'cognitive dissonance' after a personal epiphany that speaks volumes about why other seemingly intelligent citizens can completely block out their suspicions and aggressively strike back at those who give voice to the inevitable truth:

Right foot outstretched on his desk in his West Wing office watching live news coverage minutes after Flt. 175 hit the Second WTC tower (9:03am). That was just the first glimpse we have of the Vice President's odd and unexplained behavior and orders that morning.

Vice President Cheney effectively took control over the U.S. Government and acted as Commander-in-Chief as the attack unfolded on 9/11. His actions and decisions that day in the White House bunker became the focus of questions after the Secretary of Transportation, Normal Mineta, testified to the 9/11 Commission that Cheney had issued cryptic orders related to incoming aircraft approaching Washington, D.C. Mineta recalled events in the bunker that morning to the 9/11 Commission:

There was a young man who had come in and said to the vice president, "The plane is 50 miles out. The plane is 30 miles out." And when it got down to, "The plane is 10 miles out," the young man also said to the vice president, "Do the orders still stand?" And the vice president turned and whipped his neck around and said, "Of course the orders still stand. Have you heard anything to the contrary?"

Some have questioned whether Secretary Mineta actually heard Cheney issue orders concerning Flt. 77, which had been detected approaching the Pentagon some minutes before it crashed at 9:37am. These new photos provide new context to the Vice President's actions.

According to the testimony of the supervising Secret Service agent, Carl Truscott, the White House bunker, the Presidential Emergency Operations Center (PEOC) wasn't opened and top personnel evacuated there until after a Secret Service meeting at 9:18 am.

Truscott and the three other agents addressed a number of issues, including placing counter-sniper support on the White House, placing counter-surveillance units near the White House, increasing the number of emergency response teams, and opening the Emergency Operations Center. The meeting, however, began at "approximately 9:18 a.m.," according to Truscott--more than 30 minutes after the first attack on the WTC and 15 minutes after the second. [12] USSS memo, interview with SAIC Carl Truscott. United States Secret Service, October 1, 2001.

Put that together with Secretary of Transportation Norman Mineta's testimony about his recollection of the Vice President's words and actions in the White House bunker. AA Flt. 77 smashed into the Pentagon at 9:37am; at 10:02, Flight 93 crashed in a field near Shanksville, Pa., 125 miles from Washington. This is Sec. Mineta's exchange with 9/11 Commissioner Lee Hamilton:

MR. HAMILTON: We thank you for that. I wanted to focus just a moment on the Presidential Emergency Operating Center. You were there for a good part of the day. I think you were there with the vice president. And when you had that order given, I think it was by the president, that authorized the shooting down of commercial aircraft that were suspected to be controlled by terrorists, were you there when that order was given?

MR. MINETA: No, I was not. I was made aware of it during the time that the airplane coming into the Pentagon. Have you heard anything to the contrary?" Well, at the time I didn't know what all that meant. And --

MR. HAMILTON: The flight you're referring to is the --

MR. MINETA: The flight that came into the Pentagon.

MR. HAMILTON: The Pentagon, yeah.

MR. MINETA: And so I was not aware that that discussion had already taken place. But in listening to the conversation between the young man and the vice president, then at the time I didn't really recognize the significance of that. And then later I heard of the fact that the airplanes had been scrambled from Langley to come up to DC, but those planes were still about 10 minutes away. And so then, at the time we heard about the airplane that went into Pennsylvania, then I thought, "Oh, my God, did we shoot it down?" And then we had to, with the vice president, go through the Pentagon to check that out.

MR. HAMILTON: Let me see if I understand. The plane that was headed toward the Pentagon and was some miles away, there was an order to shoot that plane down.

MR. MINETA: Well, I don't know that specifically, but I do know that the airplanes were scrambled from Langley or from Norfolk, the Norfolk area. But I did not know about the orders specifically other than listening to that other conversation.

MR. HAMILTON: But there very clearly was an order to shoot commercial aircraft down.

MR. MINETA: Subsequently I found that out.

The photos from that morning may help us better understand the timeline of events the morning of 9/11. We now know that Cheney was watching live network broadcast of the second WTA plane crash until he was hustled downstairs to the PEOC after 9:18, when the White House evacuation was ordered. It would have taken Sec. Mineta arriving by car at the White House during the evacuation at least five to ten minutes to reach the underground command center.

When I got to the White House, it was being evacuated. I met briefly with Richard Clark, a National Security Council staff member, who had no new information. Then the Secret Service escorted me down to the Presidential Emergency Operations Center, otherwise known as the PEOC. I established contact on two lines, one with my chief of staff at the Department of Transportation, and the second with Monty Belger, the acting deputy administrator of the FAA, and Jane Garvey, both of whom were in the FAA operations center.

And as the minutes passed, the developing picture from air traffic control towers and radar screens became increasingly more alarming. Some aircraft could not be contacted. While on a normal day that may be just a communications snafu, we were faced with trying to quickly sort out minor problems from significant threats. We did not know how many more attacks might be in progress.

The FAA began to restrict air travel in the Northeast United States by a combination of actions which included sterilizing air space in certain regions and at various airports, and ultimately a nationwide ground stop of all aircraft for all locations, regardless of destination. Within a few minutes, American Flight 77 crashed into the Pentagon.

If Mineta's recollection of events is correct -- the 9/11 Commission concluded he was "confused" and overheard a later conversation -- he would have entered the bunker just in time to overhear the Vice President's strange exchange with the aide during the last few minutes before Flt. 77 impacted the South Wall of the Pentagon at 9:37.
