Refinery is one of last where workers on strike

Marathon's Galveston Bay Refinery rejected a counterproposal from the United Steelworkers earlier this week, refinery manager Ray Brooks said in an open letter to employees.
The company and union have been exchanging offers and questions as the refinery remains one of the last on strike in the nation. On April 8, Marathon Petroleum Corp. issued its "last, best and final" contract offer to resolve lingering local issues. That measure was rejected by union leaders and never put to a unionwide membership vote.
Details of the latest union counteroffer were not available.
"We do not believe this demonstrates good faith bargaining by the USW and does not support an effort to get a settlement and return employees to work who have been off for nearly three months," Brooks said in his letter.
