Is it true that Moore won with only a 12% turn-out?

And was that 12% of the total registered voters (making Moore winning with about 7% of the voters)?

from the Bama sec of state site, not much difference, lower than the primary.

moore has not won the seat yet. I suspect more ppls will vote in the general election when he faces the democrat.
