In hindsight, Comey probably sees that as a huge mistake?

Gowdy and Jordan hoodwinked him.

When he found Hillary emails to Anthony Wiener's wife on Wiener's cellphone, he had no choice but to return to Gowdy and Jordan with his "new evidence".

Comey was goaded into going along with two of the most partisan members of the Oversight Committee and that may have cost Hillary the election, in many people's view.
