low likelihood. Congress could act to enact supervening legislation that would counter the decision, but that would take time. Even though I think a lot of RWers in Congress are getting an earful too, whether they would act with Dems to do so and do so quickly may be a long shot.

by majority vote in the Senate, no filibuster. That resolution would then have to be signed by Trump or his veto overridden...

The window for this expedited action is only open for 60 "legislative days" from when the rule is published.

It goes without saying...this is not a likely course of events.
