But the concept of net neutrality is not. The regs were put in place to protect and guarantee unfettered access to the internet. Telecoms and cable companies have been fighting and lobbying to prevent and then remove regulations. See this wiki

Except that our internet cable company only seems to deliver INTERMITTENT high speed cable.
