It would reduce the Senate to 99 members during his absence, requiring 50 votes to pass any measure and there could not be a tie (unless someone abstained) so the veep would not vote.

The denominator does not change to 99. If a member is not present, the vote is "not present". To pass a bill still takes 51 votes in a 100 Senator assembly. The Vice President only votes in a 50-50 tie.
