Back in the 1800s, supply-side economics was called the “horse & sparrow” theory, the belief that if you fed the horse plenty of oats, enough would pass through onto the road to feed the sparrows.

nothing is set in stone. However the issue would not only be trying to have enough votes to reverse the whole thing, but having enough to override the certain Drumpf veto.
