He's not doing it. They pick and Senate confirms.

IF Democrats every regain any power anywhere, they need to pass some new laws in re: POTUS candidate tax returns - required, psych eval of any candidate - required, regular order and NO reconciliation allowed when passing tax/economic bills or policy (yep, for Dems too) - all policies must be typewritten and available to tax experts & public for minimum 48 hours before passage, reform of Senate justice/judicial confirmation process (ALL USSC nominees MUST be voted on within x number days - so as to avoid The Gorsuch move), etc.
