Do you know why it feels like every congressional bill is being rammed up our collective ass?

Because that is the only way they have a snowball's chance of getting the thing passed.

Just ram the damn thing through before anyone can provide thoughtful analysis and due diligence.

Hell, ram it through before it is even written.
