Just heard this speculated someplace. If the congress gets a tax bill to his desk, and he signs it, that's it. They kinda don't need him as much any more.
What if he vetoes it, but in a way that says he'll sign the bill but with some modifications?
That makes him needed.
Until he signs the bill.

but it doesn't make much sense to me. 1) Not signing the bill won't keep him out of trouble anyway 2) The Republicans still have to deal with that deplorable base that wants Trump in office and them out if they cross Trump (the Bannon wing).
