They don't want to read the tax bill.

Most of the senators, especially mental lightweights like Joni K Ernst, aren't smart enough to comprehend a tax bill. Secondly, it's boring. Who wants to sit all weekend and read 500 pages of stuff that you can't understand anyway?

They're lazy. They can't be bothered.

anyone other than attorneys and analysts who get paid to do it. They are written with statements like "strike word increase in Section 22 of Internal Revenue code and insert decrease.." It would be a waste of time for any legislator to read that stuff, they rely on analysts. Both sides know what is in the legislation. Plus, it still needs to be reconciled in the two Houses.

Thanks to the analysts, we don't need to read it either to know it sucks. Fortunately, we get a chance to vote out the GOPers in the House in less than a year.
