How can a law be interpreted, enforced or challenged if nobody can read it?

In several of the changes,there is a sentence to the effect,amendments can be added to this section within sixty days of approval.

Millions will now be hurt in a major way. And for the most part,this POS is retroactive to December 31,2016. So hang on doing your taxes next year.
