Comey tried to get out ahead of it, because in the even of a Clinton victory, he would have been accused of withholding evidence, etc. It was CYA on his part, but not a conspiracy to get Trump elected.

I guarantee you if Clinton had won, we would be undergoing endless Email hearings right now.

Sending the letter was not an option for him. He did the wrong thing.

Comey is the one who let the FBI field offices become so partisan to begin with.

And I totally reject placing WI, MI and PA as the only three major swing states. HRC was also well on her way to victory in FL, NC and AZ. She was also competitive, and often leading, in IA and OH.

Comey didn't "tip" the election--he turned it totally upside down.
