He's always bragging about how many times he was on the cover. And then there's the framed fake one hanging in some of his hotels.

Time doesn't "offer" their Person of the Year; it's not something that can be accepted or turned down, like an Oscar. It's not necessarily given to good people, just to people who've made an impact. But Dump thinks it's an honor, even though Hitler made it once. Although maybe he thinks Time was honoring Hitler's "accomplishments."
