Was it a lick or a kiss? Franken was supposed to slobber all over the alleged

victim which makes it seem like he was making a joke.

No sexual intent. Poor judgment even if he slobbered all over a man. But that is all it is - poor judgment.

thing in a picture of the skit. Considering the USO tours have historically catered to the testosterone crowd of young GI's, this type of lusting/lewd behavior is par for the course (not saying it's right or in good taste).
