So how long before a white man can be a terrorist in the west.

Because until we seriously switch the narrative and realize that a man or a women killing people at random in order to incite fear, is terrorism regardless of their motives or skin colour, we are not going to make any headway on the culture of violence. Yes I know that new media has gotten a little better at calling mass shootings domestic acts of terrorism on occasion but the whole narrative needs to change. We need all sources of media from the top down. The president (yes I know fat chance ) down to local news calling it terrorism whether it’s a Muslim running over 2 people in his car, or a right wing gun nut who lost it and shot up 20 people in a mall. Because both are acts intended to instill fear. Both are driven by mental illness and a twisted world view. This false divide needs to end.

It's not mental illness. A twisted world view and piles of resentment is enough.

And the answer is: probably not in our lifetimes. So many, including the MSM, cannot conceive that Las Vegas was Terrorism, because the goal is not readily discernible.

having an ideology behind it. Race and religion seem to be the most common reasons. Random mass killings or serial killers bring fear and terror but we don't think of the people behind the killings as terrorists. As more far right US organizations actually plan violent attacks and recruit people to commit violent acts we will see the term terrorist used to describe them. We have seen this a few times, but few of the attacks have been organized enough and no organization has claimed responsibility. There have been a few planned attacks by militia organizations that have been thwarted and a few that have been successful(I believe they were called domestic terrorists), but not enough to wake people up yet.

Because imho what happened in Vegas was clearly terrorism.
