that on one hand they are branded serious flight risks and on the other they were allowed to
turn themselves in instead of the FBI going out and arresting them before they might flee.

I doubt they were really alone after Friday. Probably had a shadow the entire time ready to pounce if they went near an airport.

You can sneak out of the country maybe with a private plane or such. Somebody like manafort has enough unsavory connections in the eastern block he could probably get an ukrainian or similar passport if he does not already have one.

It's not usually automatic for an accused to be denied bail for a charge other than homicide. It does happen sometimes, of course, since prosecutors do ask for it in the case of flight risk issues or violent crimes. They asked for remand in the Dominique Strauss Kahn rape case since he would not have been extraditable from France had he returned there, but the judge set his bail at a very high amount and required that he wear an ankle monitor while confined to a temporary residence in NYC. (His very rich then wife put up the bail.)

Mueller didn't ask for remand apparently, going the high cash bail/home confinement route. Manafort's bail was set at $10 million, Gates's is $5 million. Both are confined to their homes. It's very likely that they are under physical surveillance as well.

The business with the X% bond that you referenced is a little misleading. A bail bondsman will bail someone out for a low-ish cash percentage, but someone needs to put up collateral for the rest of the amount. Like mom's house, for example. The reason that so many people are in jail before their trials is that they cannot afford to make the full cash bail, or even the cash upfront percentage required by the bail-bondmen, much less have the collateral required for the remaining bond.
