Are the unreleased files being held back to distract from things like Mueller at some later date, maybe when the report telling the world what the short fingered vulgarian doesn't want the world to know?

Is what was released (like JEdgar saying he needed to convince people Oswald acted alone) released to start fresh conspiracy theories to keep the Chaos Machine™ running in overdrive?

Who decided what got released and what was held back?

Your first two hypothesis are pretty reasonable, however the timing was set long ago. People who don't actually pay attention to stuff think this is some "new" decision by Trump.
