Public health crisis vs. National health crisis

I heard on NPR this morning...

Public = no Federal money and lasts a short time.
National = millions in Federal money and it lasts a year at least.

My understanding is trump declared a Public health crisis related to this opioid epidemic?
Just veryifing ... thanks
