The group that makeup the upper end of the food chain will make a beeline for the Chamber of Commerce to build connections and get the lay of the land and offer their service.
At best they will register non pref.
The other group will be lucky just getting by and to register would be making their move seem permanent.
I don't this will happen for a while, if ever.

They're US citizens, they can live anywhere they want in the US.
