It is indeed. My son has a beagle, I often do dog-sitting. I love him so much, beagles are so lovely and funny 
You might think I'm harsh and I obviously hate Trump, it is nothing in comparison with my son.
He current favourite method to distress after work is to throw darts straight in Trump face...
He works as lawyer for the government. His field is fiscal frauds and more specifically, money laundering...
What made you think he could be a Trump supporter ? 
To me, the meme shows a dog disgusted by his owners' choice.
Maybe I have missed something, but really I can't find anything to suggest any kind of support to Trump.

No, there is no Trump supporters in my family and as far as I can look around me, no one of my relatives is a supporter, not even simply neutral. Disdain, disgust, anger and on, are the main feelings.
But don't be fooled by his "quiet behavior". Beagles are very friendly but it is a pretty good stuborn dog
Beagles are very active and need a lot of activities. They get easily bored and will quickly let you know
They are a bit destroyers if you don't pay attention...
