5. This is at least the second time. In this clip from March, 45 wandered off

without signing the bill and Pence followed him to the door to remind him, but in the end Pence just went back, in front of the assembled press corps, and picked the unsigned bill in its fancy official folder up from the Resolute Desk and took it away.
