He's lying about when the police reached the killer's room. It was 72 minutes not 11. She shooting lasted 11 minutes.

Within 15 minutes. It took the tactical team an hour to breach the door. He was no longer firing during that time so I think waiting made sense.

2. I can't prove it but I suspect the shooting stopped when he shot the security guard.
