The first response - the weird "warmest condolences" - is what he means or what he is capable of. This is his version of heartfelt. Because other peoples' problems are meaningless to him, whether shooting victims in Las Vegas or hurricane victims in Puerto Rico or the promised genocide of millions of North Korean civilians or protesters in Charlottesville.
Subsequent statements - the scripture quote, for example - and the rest are what his staff is telling him to do or say. The words and sentiments expressed in them are meaningless to him. It's not that they're not his words or that he is insincere. We know that. It's that he truly doesn't grasp the human tragedy.
