A loosely-organized hybrid gang
They got together one day and gave tacit permission to their associates to commit acts of violence, gave verbal and emotional approval of at least one shooting, a hatchet attack, and a vehicular assault, and enabled and cheer led propaganda of 'war' against racial, religious, and sexual minorities.
