It's always better if FBI or law enforcement investigate something espionage related because otherwise it would be kept secret.

The facts to support findings will not. I strongly doubt the entire report would be restricted. Such a move would stink to high heaven.

... released to the public that deals with facts and findings. However the stuff that deals with sources and methods won't be reeled given some it is likely top secret intel information.
This is just an educated guess.
