Poor Louisiana of course.

This kind of weather phenomenon stall is almost certainly due to changes in behavior of the gulf stream and other climatic dynamics related to global warming. No cold front or gulf stream action "bumped" it along in the way hurricanes usually behave. We will see more of these.

But the prediction that Harvey would move east was there from the beginning. Who could blame a family living in their second-floor bedrooms hoping that it happens before the water level moving up the staircase reaches their knees once again?

To the south. And it's not good news for Houston. Rain bands are re-firing something fierce and training right up into that area.

He's not going anywhere anytime soon.
