So to resist that, insist that disasters be paid for first! Keep hitting it until even Republicans realize that there is no money for the wall. We can't just say "No Border Wall!" and leave it at that. Not nearly enough. People understand that disaster cleanup costs money - lots of it. We have to use every disaster to remind people of just how stupid it is to waste money on walls.
