As soon as Trump pardons ANYONE in his inner circle, the authority of the Presidency is officially worthless and the government of the United States has been usurped and is invalid. Do the same thing as immunity. At that point they would all have to testify under penalty of perjury. For Trump to do that would be the biggest mistake he would ever make.

Even if they were so inclined, from their point of view, there's the very real chance Mueller can't / doesn't make a case against Trump. Then they've got a vindictive President who's pissed off and has a real vendetta against them.
