Hell, not 'pardoning', encouraging. Not 'forgiving' but rewarding.

As another poster pointed out, words are one thing, concrete acts like this carry much more weight and send a much more clear and convincing message than his usual racist blather (even many racists probably realize he's just a lying sack of shit).
