14. He didn't "rise" in the military. He did his minimum required time for his commission and left.

"Left" his ship assignment early (supposed to do enough to make one grade rank, but he didn't), got a staff position in the Pentagon, and apparently still couldn't be bothered to play the Jr. Officer game well enough to make it beyond the first 7 years.
