Investigation: Navy shipyard wasted $21 million building off-the-books police force

This is a hoot to read, side splitting details of how a bunch of shipyard guys created and operated
their own police and navy force for 7 years and NO authority noticed or intervened.


“These folks are not law enforcement, but they wanted to be, and all of their actions were done to become a law enforcement organization,” said Peter Lintner, the deputy director of investigations at NAVSEA. “The stunning thing is that this happened over the course of seven commanding officers, and not a single one of them put a stop to it or really even had any visibility on it. Everybody just thought, ‘Well, they’re the good guys. They’re the security department. They’re not going to do anything wrong.’ In actuality, they were doing everything wrong, and they knew it.”

Navy regulations only allow one armed police force on any base — in this case, the Navy Police Department operated by the mid-Atlantic region of Navy Installations Command.

Nonetheless, they created their own on-base armory and stocked it with “illegally” purchased Berettas, thousands of rounds of ammunition, high-powered rifle scopes, night vision goggles and ballistic vests and helmets.

obtained at least 92 vehicles and other equipment worth more than $4 million without any valid mission requirement — including a flatbed tractor-trailer to move the vehicles around.
To this day, all of that property is unaccounted for, according to the IG’s office.

we had a very small contingent of Shore Patrol (a few jeeps and side arms)... but base security was provided by Marines... and they were the best! Always doing perimeter patrol, manning the gates, etc. Never hassled anyone but also would take their job seriously. In the last years I was there they moved to a private security force (the Marines were transferred elsewhere), and these guys sucked... I ended up in a federal court for not stopping at a stop sign (which I absolutely DID stop at) - the judge was not amused by the waste of time - case dismissed ). They constantly were running drug searches... all in an attempt to run up their arrest record to justify having a larger security force. Assholes.
