Saw something odd today

I live in an area north of Seattle. Pretty quiet area. Usual neighborhood type crimes but not lot of this. Other than the occasional police car on a main road, cops aren't very visible. So what could be the meaning of the black flag on the flag pole at the mini-mall just under the American flag that says in large white letters "Support Our Police"? Don't know who owns the pole. Can't think why a flag necessary or why it would be a black one. Any one see something similar in your area?

I googled "Support Our Police flag". First image I found. It costs $34. Maybe a family member of a police officer? I've seen bumper stickers in support of police officers, I just assume they are family members.

The words were one under another. No other markings. This was at a mini-mall, not on residential property. Next time I go over there, I'll try to find out what prompted placing it on the pole. I was wondering if it was part of a widespread effort or just local. It was a little jarring to see such a large flag.
