I don't see a "racist dog whistle" - there are very real political problems going on there, and people are protesting.

It is sad - the ANC, the party of Nelson Mandela, the party that battled apartheid, is being brought low by corruption and impotence. It's not racist to recognize the problems going on in South Africa.
