He hit 25% three times...in the final year of his two-term presidency.
His first-term average was 62%.
A 34% approval rate halfway through the first year of a first term is definitely "historic."
Bush hit his "all time high" (90%) immediately after 9/11, but f you look at the two-term graph in the link above, it's an effing ski slope after that.
