He does this often...repeats something two and sometimes even three times for emphasis.

Over the years, I have found this usually means that someone is trying to convince you that what is coming out of their mouth is not complete bullshit.

to erase whatever came before and emphasize the repeated phrase.

Trump uses this often to distract from other remarks or to emphasize a lie.

Up until that point, he was clearly reading a prepared statement.

When he said "on many sides" he looked up and spoke faster.

I think he was throwing a great big qualifier on words that were written for him.
