Could democratic mayors do an end run around voter Id laws

By having a government Id issuing station right next to the polling place? You know, you show up without a government Id at the poll station and have a friendly government worker issue a non drivers Id on the spot. Kind of like the apple store model. Give you A temporary Id and the then send the real one later after official verification. In elections that aren't close, the voter I'd wouldn't matter. In close elections, well let's dig out that old dusty birth certificate or hospita affidavit and upon proper certification of identification the the vote is counted.

Vote first and sort out the paper work out later.

I'm thinking about Pennsylvania's law. Would there be some reason why they couldn't have I.D. issuing stations relatively close to polling places?

Not a good idea. The repukes would be all over every ID, poring over them to make sure they aren't fake, and worse, doing background checks and possibly getting people arrested all for the sake of keeping this country out of tyrannical rethug hands. I'd much rather go the no-ID route. Keep in mind that the rethugs usually alter up to 10% of the votes anyway; so anything we can do to offset this criminal edge is kosher in my book.
