5. I wouldn't rule out Cheney moles in different departments enacting some draconian rules.

Case in point, and this is just my opinion so far, TVA enacting the 75 feet rule around power lines here in TN. As per the Channel 4 news episode I saw the other night, the Federal government told TVA to "do something" about trees that could take down the power lines. TVAs response was to enact a plan that would literally cut down a 75 feet swath on either side of power lines, whether the trees would even get large enough to take down a power line or were already at their peak height of say, 12 feet, and would pose no danger. Makes no difference. TVA is going to clear cut 75 feet on either side of power line paths. People are pissed, and rightly so, because TVA could select cut and keep every one happy.
