Because of the dismantling of the aca trumpcare costed less to the feds so it fell under reconciliation. What they were getting rid off ( massive medicare cuts) was enougj to offset the tax cuts they were proposing as well as generate a surplus. mcconnel tried to use this surplus money to bribe senators to vote for it but as we k ow, it failed.

They are in a pickle for their tax reform plans since they were counting on the money freed up by passing the ahca to pay for it. Since it did not happen, the tax reform wont be cost neutral and they will need 60.

But I think the CBO won't use it. No way it gets close to deficit neutral, so they'll need 60. It's why Trump is crowing about the filibster now during ACA repeal. He wants the filibuster killed for the tax cuts for the rich.
