and the father's identity can be determined by genetic tests. So, child support should begin at conception, right?

That's why responsibility should be understood before conception.

For me, this is a large missing link in the entire issue. Men can use contraception with almost no effort at all. They should, I believe, unless there is mutual consent regarding the result of not using contraception. Men have it in their power to prevent conception. It's not rocket science.

that's no reason not to use them. Used properly, they rairly fail. And, when combined with other contraceptive measures, they also help to prevent the transmission of STIs. I can think of no reason for not using them, frankly, except in a relationship where pregnancy is the goal for both parties.

The only 100% sure contraceptive method is to not have PiV intercourse at all. That's not a popular method, though, for most people. Personally, I've never had a condom fail through over 50 years of sexual activity. I was always very, very careful to make sure that didn't happen. High quality condoms and careful use will prevent almost all condom failures.
