The "recommend" part is easy. There's a button labeled "DURec" at the bottom of the original post in a thread. Click it and you have recommended.

When someone replies to a post, it is moved, or "kicked," to the top of the forum list. If someone doesn't want to add anything to the discussion, but wants to push the message to the top of the list, they'll simply type "K&R" into the message title and hit Post My Reply!
