A motion to "proceed" on healthcare? A motion to meet again and try to craft a bill?

What's the purpose of that? They were already proceeding to try to craft a bill.

Is this just a "show" vote that means nothing? So they can say "I voted to repeal Obamacare, when I voted for that motion"?

I've been reading about the upcoming vote for days, and not once did I read that it was a vote to bring the bill to the floor. It was always stated to be a vote on repealing Obamacare.

I'd like to know what McConnell promised Capito? Ruthlessly get rid of her in W.V. or promise a nice little benefit package just for W.V. Had to be something.
