Republicans are fully supportive of government services as long as it is only for good white Christian of the GOP persuasion. If you read between the lines of their rhetoric and how they frame issues it is always about race. The GOP has successfully built on this base. Yet no one calls them out on as the "racist bigoted party". They are all that 100%.

Repugs probably want to go back to that romanticized time when they defined everything — you know, Moslem, Negro, Oriental (I could list the more colloquial versions... ni _ _ _ r, c h _ _ k, we _ _ _ _ k, sp _ c), but I think you get the picture now.
