It doesn't look like the temporary stand erected on Pennsylvania Avenue for the inauguration parade. The X cross-brace makes it look like a temporary structure.

Was this added to the property by the taxpayers?

A standard for all trump courses? I didn't see such a room when I worked events at the trump DC course in Virginia.

Probably the windows are heavy lexan or acrylic, thick enough to stop a rifle bullet. That would be the work of the Secret Service, which doesn't want any President that visible and that high off the ground without ballistic materials.

On edit: the SS would insist on Level 8 materials, I'm sure. They are very, very heavy. I'm not sure that structure could support them, frankly.
