They will do everything they can to insulate Pence. And I don't know if Trump will pardon everyone either. Loyalty is a one way street for him. If others are charged, he will blame them and say he knew nothing about it. Maybe he will pardon his own family, but that's about it. If he pardons too many people, they can be forced to testify against him. Also there are a lot of people who could be implicated in this. It wasn't a small operation. There could be dozens of indictments.
