1. They are bailing from individual state exchanges. Only takes a federal law that says they can't.

in 2013 Marco Rubio got a bill passed through reconciliation.. Which protected Insurance Companies participating in The ACA from absorbing finacial losses from the risks of financial losses... When that was scraped? of course the Insurance companies started packing... Jesus!
