for how a bill becomes a law. Multiple hearings in multiple committees in both chambers of Congress. Hearings for testimony from the public, from the insurance cos, from the medical industry, plus all the hearings to do the mark-ups, and the budget and the appropriations (although almost all of it was paid for without need for budget authority funding) and the rules. And it frustrated the hell out of me about how stupid "the media" was declaring each draft version as "THE bill", as if that was it and it would be the law.
