LIBOR, Chase Bank, Unemployment benefits and Social Security benefits

I've been trying to learn more about the LIBOR scandal and found that Chase and other banks were in on the deal.
I just became eligible for Unemployment insurance, and in October will start my SS retirement (at age 62).
Arizona, and I assume other states, have the UI benefits sent straight to Chase banks. I think SS will do the same.
What, I wonder, is the deal there? Does Chase have deal with state governments or am I nuts to think so?
I have banked with Chase for some years, paid off two car loans early (got penalized for that) and they raised my interest rate to the max. I will being depositing my meager funds in a local credit union.

Benefits can be loaded onto a usdirectexpress debit card. No bank necessary.
