This seems really Fishy, US news keeps saying Japaneses ship hits Destroyer.

convenience. Shipping companies will flag their ships under the Philippines because they have lax regulations and lower taxes. Forged mate licenses in countries like this is also not unheard of.

We have 1000 foot boats passing on the Ohio river without running into each other how can this happen in 2017?
